Mr. Nelson Mandela former president of South Africa has been laid to rest.   Most of the world leaders shared the struggle and pain endured by this great man. They came to honor the idea of a free South Africa. Trusting other countries around the world will take hold  that all men and women  should have  the right to govern with dignity and a sense of nationalism.  What America calls Natural Law, “supposedly inherent principles of ethics and government,” Webster Legal Dictionary.   Which bring the point does America need a Mandela, a Madiba? We have a Black American  president, he however must represent all the people not just black Americans. There is Al Sharpton Leader of the Black Action Network based in New York  city. Can he move Black America forward to equality? I ask, who in America can,  at this time, curtail poverty and homelessness, gang activity by our youth. Under employment, medical issues that kill?  Is a collective black media pressing for coverage of issues and research the solutions? The church and its high-profile leaders, can they forge and produce compassion and funding of needs?  There is an answer, one that has brought change to this day. All Americans of good faith who understood the treatment and pain of Mandela during those years in prison (27) can become proactive again in their own space and surroundings and bring change. “It was all of you who help free him.  God Bless you all.”

Citizens across the nation have formed neighborhood watch groups, crime watch, if you will. The purpose and duties are to prevent crime and vandalism in their community by reporting these suspects to the network set for them by the local police. Part of the orientation instruction is to never approach these suspects while they are committing criminal act/s. They are to observed and report only.

Some communities have taken protecting their community more seriously and pass laws to allow their community citizens to become part-time police. Outside of New York City these part-time police persons are armed. These dedicated men and women known as Auxiliary Police assist during community events were more personnel can increase the safety factor.

My research has produced very little information relating to this community population conducting acts of misconduct and wrongdoing. In other words no George Zimmerman. Famed neighborhood watch group member from Sanford, Florida. Shooter of Trayon Martin.

I would like to introduce a bit of legal history to all American citizens under thirty years old.  A law enacted in December 31st 1974, Privacy Act.   One could say a protection law , congress thought  would correct a good deal of wrongdoing by governmental officials maintaining records. Federal Trade Commission, Federal Medical Centers,  in fact all identifiable federal agencies who process records. The Privacy Act prohibits the disclosure of any and all information from a system of records without written consent from the individual/s. Only in legal cases noted in the provisions could a person or other agency get such requested information. The Department of Justice was on board  because it was federal law.

Since the day this law was enacted it has been breach by thousand maybe millions of persons, officials from all levels of government, for their able to use slick semi lawful procedure, pursuant to all twelve statutory exceptions. The Act was amended in 1988, Computer Matching and Privacy Protecting Act. This is how the IRS checks and reviews information if your working while receiving disability payments,  The IBM Project. The Act does not protect non US citizens. ” All this noise about leaks, it has gone on for almost forty years.” Insurance companies, private investigators, medical institutions, law enforcement, all have system to get information you did not consent to.

Consumer Reporting Agencies, they stated these agencies conduct legal investigations. This is the problem, true public records is open to review by anyone. However these companies conduct illegal activity. They can obtain Insurance, personal medical information among other background which is in violation of State and Federal laws.

The answer is quite simple all these famous persons have been known to suffer from symptoms of Mental Illness.  Depression is the main disorder, suicide, substance abuse, the other illness.  Some were diagnosis with bi-polar disorder and even schizophrenia. There are thousands more high-profile people from all walks of life who we can add to the group, “you get the idea, the point that being presented”. “Mental Illness is here, these disorders are not going away. Behavioral Health problems are in the workplace, your home, your friend’s home, house of worship.” mostly your love ones.

Our Military has a major problem with veterans returning home, more suicides after deployment in the history of the military. After 9/11 our law enforcement has join the ranks, with personnel suffering from PTSD and Addictions disorder, depression from being medically ill. ” its a real mess.” This population is part of the New Civil Rights Era. For their so big now, the question is how can we take care of this population? (support) Their protection laws are being violated daily. (ADA, HIPAA)

“I need your support, If you care and can understand the situation then comment. There is much anxiety about guns and mental illness these days. “My friends, this is not the population conducting mass murder. Of course person/s who conduct “walk by killing”, shooting  anyone near them is insane? There can only be a legal process answer.

These acts of violent outburst are not going  to stop in this country, for this style of action has become a sign of individual violent  protest.

What we all can do is, become more proactive to why, how can I, do something to help a person.  Taking time out to comprehend, cope with ones ego, this may bring a person around to seek professional. We won’t know unless we try. Most of all we must make big business and all government accountable to the laws already available to protect the mentally ill.  The names in this posting represent greatness and pain. And a need to reach out to the public. Save greatness for one does not know with the proper support for their Mental Illness what a person can bring to the community table.

Mr. David Sheff has written a book title Clean, Overcoming Addiction and Ending America Greatest Tragedy. My finding, Mr. Sheff has offered a treatment plan, if you will,  using non traditional tools and ideas. He has presented a very well supported overview of the treatment process presently conducted, noting strength and weakness of programs. We seem to agree prevention and wellness is the approach that, will in time, produce the most long  lasting results. This is a good publication for individuals with limited understanding of the “Drug War in America.” His book reads better than slogans ” Just Say No”, coin by former first lady Nancy Reagan. I give his work high points until the contents chapters, Ending Addiction, The Future of Prevention and Treatment, Fighting the Right War. Not having Mr. Sheff or his publisher permission to reproduce selections I can only state buy the book.

In 2000, Americans spent about $36 billion on cocaine,$10 billion on heroin,$5.4 billion on meth, $11 Billion on marijuana,and $2.4 billion on other illicit substances. The source for this information was Washington, DC, Office of National Drug Control. December 2001.” My problem, If the government  has this information why is it war on drug?” It is all a distortions of statics and misinformation which has produced the greatest public health problem in the history of our nation.  Consumer population need to understand substance abuse or dependency is a mental disorder. DSMIII, DSMIV, and it will be a disorder in the forth-coming DSMV. (Diagnostic And Statistical Manual Of Mental Disorders) There is a good deal more to review here lets save that. Now that the suspects have been handled, the good citizens of Boston must start to heal. This is a timely process, most will not start to comprehend the emotional trauma  until weeks later. “There is no shame in seeking assistance”,  much help is available. Mental Health Disorders has been on the front page lately due to citizens seeking gun control legislation. This is the positive aspect of mental health, treatment, putting the parts of life back, parts that have been taken away due to traumatic events.

Acts of terrorism is not mental illness for the most part, it is an emotion of misguided faith, creeds, attempts to violate human rights and produce a sense of fear to a community or nation. Law Enforcement culture is to gather and discuss operations over a beer. Peer discussion is a good source for addressing feelings,emotions. However, if peer discussion cannot control anxiety then there may be the need to seek professional counseling. Mental Health America provides Workplace Wellness. “Remember, there no shame, you have just experience an act unlike any in the history of your Boston.” Continue good health and thanks for stopping by.

This months review we are seeking to find background material as to why there is so much disparities in America Justice system. The New Jim Crow Era  is upon us ruining lives, killing people daily. Michelle Alexander book “The New Jim Crow” present a comprehensive overview. Noting, America has the most incarcerated population in the world, greater than China and the former USSR. Further examination by author Khalil Gibran Muhammad “The Condemnation of Blackness” suggest our history has forge a structured legal system that is bias, based on economics and the ability to pay.  One can only obtain justice if they pay large  amounts of money to high profile attorneys.  The legal body of America  holding down segments of our population in a effort to produce  groups that can be use as low-cost labor. Frankly what is happening today is part of America DNA and will never change. Unequal Under Law, Race In The War On Drugs by Doris Marie Provine project the Racial injustice by the courts relating to drugs and sentence. Being a non white male in America is dangerous, for one never know what could happen conducting daily living.  DA Robert Johnson, boro of  Bronx New York, has taken steps to address the policy of “Stop and Fisk”  by placing a DA policy in place. Officers must report to his office, as to why they felt the need to conduct such activity. America is wonderful, it is also a dangerous place.” WE” as citizens must work together to avoid misconduct by all citizens, Law enforcement are citizens also.

 

Reviewing our legal history in America we need to discover a policy to fit what we are are as a nation. As it present itself now, America is in a bad place when maintaining  justice. I recommend you review these publish works and cast your opinions, how we can once again become proactive and  correct what appears to be wrong.  This “micro war that is being conducted” is going to cause more devastation in our future if we don’t address the issue of unequal under the law.
